The European Centre of Excellence for Civilian Crisis Management e.V. (CoE) is looking for a full-time Junior Policy Officer Civilian Crisis Management (f/m/div) to start ASAP. The position is initially limited to two years.
The CoE in Berlin was opened in September 2020 as part of the German EU Council Presidency as an initiative of the Federal Foreign Office to strengthen civilian crisis management. The CoE is a service provider for EU Member States and EU institutions, in particular the European External Action Service (EEAS). It is intended to serve as a knowledge hub for the collection and exchange of national models and experiences ("good practices") and to develop tangible proposals on how European civilian crisis management can be further developed both conceptually and in practice. The CoE was established as a private-law association and currently has 19 members. The Director is responsible for implementing the workplan as agreed by its members. To support the Director, the CoE will have a permanent staff of about ten persons. In addition, the work of the CoE is supported by national experts seconded by its members.
Under the overall supervision of the Director, the advertised position of Junior Policy Officer Civilian Crisis Management is assigned to the portfolio of the Policy Officer Civilian Crisis Management.
The main tasks of the Junior Policy Officer Civilian Crisis Management are:
Supporting strategy, implementation, and future development of the CoE's work programme including with respect to internal and external coordination and cooperation
Monitoring and (written) analysis of political developments in and their implications for CSDP and the work of the CoE
Incorporating intersectional perspectives as well as the nexus between climate and security into analysis
Supporting the work of the Policy Officer for Civilian Crisis Management
Cooperation with and support of the seconded experts at the CoE
Supporting members and partners in the implementation of their commitment to civilian crisis management
Carrying out other tasks as required
Bachelor's degree in political science, international relations, foreign and security policy, or equivalent degree in related fields. A Master’s degree in these fields would be an advantage
Study-related internships or work experience in multilateral contexts or member-based organisations, ideally directly in the field of, or related to CSDP
Proven interest in and demonstrable knowledge of European issues, especially CSDP (preferably thesis on a European topic, especially related to CSDP)
Understanding of European political processes, policies, and institutions
Strong analytical abilities, strategic planning, and abstract thinking skills
Ability to initiate, structure and implement outcome-oriented, complex work processes
Excellent knowledge of English
Strong organizational, teamwork and communication skills
High political and intercultural sensitivity and diplomatic skills
Understanding of the nexus between climate change and security as well as experience in using intersectionality as an analytical framework would be an advantage
Strong organizational skills with project management experience an advantage
Being conversational in German would be an advantage
Excellent writing skills with reporting experience an advantage
A responsible position dealing with interesting and important issues in a young and dynamic organisation as part of an international team
Remuneration according to the collective agreement for the public sector (pay group max. E11 TVöD)
